I've followed the instructions meticulously and I'm still not getting any joy. I've attempted this on two E220's. Additionally, I've also tried connecting with a Huawei K3715, which is a more recent model. In all cases I receive a Code 31 error. In the device manager it confirms that all items are working correctly, except the MODEM type.
